I like the idea, with one condition, this new rules:
players cant get sp on scenarios with custom units.


Why not? There's no point in making it if no SP is to be gotten from it, nobody's going to play it if they won't get anything out of it.

I'm not much of an expert, but this looks kinda unbalanced in favor of team two, and it seems that many countries will be just fodder. It seems Russia would be the best choice, because with the mess in Europe (the way you have it now it's ALMOST a fair fight. Of course, the US side will win within, perhaps 5/6 turns in Europe, but Russia is going to steamroll through the area, and Europe will still be rebuilding from their recent war, and will have almost no chance at repelling the Russians. I can't really tell which nations in Asia are black or not, but to me it looks like a pretty fair fight in the area, so no complaints there, but i just feel that once Russia takes Europe, it's going to alleviate China's load until team two has the entire old world before America can defeat the Rebels and have troops reach China/ Europe. It will eventually come down to Old World vs. Americas, and i just don't think America has the strength to repell all of the other countries.

However, i may be wrong. Europe may be able to put up a sizeable resistance against Russia.

Thanks i thought of the idea when i thought of having a nation "fenced off" by units, but if i gave the person enough of a unit to make a formidable barrier, they could just use the units offensivly and it would backfire greatly, so i thought of being able to make my own barricades that could have high defense but unmoveable.

Wouldn't it be neat if while making a custom game there was also an option for either creating a new unit or customizing an old one?

This would allow a lot more creativity in games, for instance you could create units such as barricades, which would have extremely high defense, and be unmovable, or extremely offensive units with almost unlimited ranges, the choices are infinite.

You could click a box to whether the unit would be buyable or not. If not, then the only way to get the unit would be for the creator of the scenario to have put them in there him/herself, and would not drain the owner's income. If they are made purchaseable, then they would also have an option to set the price.

I don't know if this is even possible to create, but i wouldn't think that it would be very difficult to program. Obviously, the system could be abused when a scenario is made to give one side practically invincible units, but that can already happen already, and people just don't play that scenario. This would give the creators of scenarios much more freedom to create what they see as ideal.
