Why do map makers still own their maps?

Why do map makers still own their maps? It just doesn't make sense to me. They don't own the game they just contributed a map. I can't understand why they have the power to ban someone from their map. I just see no good reasons for it and I'm at a loss.

Can anyone help me understand?
