Demolishing Buildings

We can build them but it's impossible to empty the city of them after that. We should be able to demolish them so our allies can ally-cap the cities.

Also if Industrial Powerhouse strategy comes back, a player who's using it can get compensation from demolishing buildings like %25 of the price to build it
