Land Vs. Sea

I know it'd be unbalanced. But i think it'd be interesting if there were a map with land locked nations vs nations with ports.

But it would still be unbalanced and that would be no fun?

Just give the Sea nations more starting units than the land nations?

And if possible, disable certain types of units for each nation.

I've never made scenarios or was ever interested in it to know if it is possible.

Actually is imposible but you can disiable the reinforcements and give the units that you want to the players,
