I notice that something like this has been suggested before and was unpopular but I thought I'd share my thoughts anyway. When I play games together with my friends it is usually social - we use Teamspeak or whatever and have a laugh. On AtWar I play with strangers and it is very different. My friends haven't taken to AtWar because they want to play games with me but AtWar games that we share are either frustrating for them or boring for me. I'd like to suggest different levels of voluntary handicap that players could select (like they do with Strats) at the beginning of the game. Perhaps increased unit cost or reduced critical chance. Hopefully this would allow for balanced games between friends that are challenging for both sides despite ranking. In many games (such as Go), this is an assumed part of playing. Thanks.

You can't get to a high ranks without picking up some understanding of the game that makes you (generally) better than low ranks. You can't switch that off like you can with upgrades.

Yes, but even with increased cost or reduced cc, you'd still kick their ass. Noobs don't know how to work within a budget, they capital hop, and don't wall. You'd need some serious handicaps like no tanks or something of the sort.

No tanks would not be a handicap to most eu players Something like increased cost to all units would even the field out a bit, but i dont know why you would ever want to use it

I would not support this, if you're concerned about your friend's level; first teach them, after that, play against them.
