Is Hybrid Warfare free with prem?

I got the strat first day using 31500 sp (prem discount) but from translation works, it seemed to indicate the admins bundled it into exclusive weapons pack, where my complete package covers?

Confused.....

You are missing the point, description is woefully misleading.
Then what is the point of making it premium strat?
