Iceland having an army?

Iceland doesn't have a legitimate army so wouldn't It make more sense for it to have 0 units there until a person takes it over?

It anyways always confuses me how a city like berlin (3 mil inhabitants) can recruit as many units as Tokyo (30 mil inhabitants)

Every country has an army, or at least something to try to resist invasion. Maybe civilians or a police force but there is always somethimg .
